Outstanding Service to Humanity

Mrs. Judy E. Brown grew up in Mechanicsburg as Judy E. House, the oldest daughter of Richard and Gloria House. They lived on West Maplewood Avenue in Mechanicsburg. Judy was a member of the graduating class of 1968. She married Terry Brown, son of Cliff and Louise Brown who lived on E. Marble Street in Mechanicsburg.

Her educational journey throughout life took her beyond her high school diploma and is most impressive. She received her diploma in nursing (RN) from Bryn Mawr Hospital School of Nursing. She also received a Bachelor of Business Administration from Pennsylvania State University. In addition, she earned a Master’s in Administrative Science (MAS) from Johns Hopkins University and a Master of Science in Nursing (MSN) from Johns Hopkins School of Nursing. She then went on to become certified in Advanced Nursing Administration from the American Nursing Credentialing Center (CNAA). Finally, she was selected and completed the highly competitive Johnson & Johnson/Wharton Fellows Program in Management for Nursing Executives at the University of Pennsylvania.

Because of her impressive educational endeavors, Ms. Brown progressed over the years from a nurse to a healthcare manager and eventually a healthcare executive. In addition, she has been a leader for Howard County General Hospital, a Johns Hopkins Health System hospital. She also served as the Chief Nurse Executive/Senior Vice President Patient Care Services, and Senior Vice President Outcomes Management for over fifteen years. Ms. Brown is a past president of the Maryland Organization of Nurse Executives and a Fellow of the American College of Healthcare Executives.

Despite her outstanding educational and career accomplishments, Ms. Brown’s caring service to her fellow human beings throughout her working career is why she is this year’s inductee for Outstanding Service to Humanity. From the start she has been actively involved in patient care. In addition, she also became active in her community in family and children’s issues. For example, she served on the Family and Sexual Violence Coordinating Council of Howard County, the Family and Children’s Services of Howard County Advisory Board and the Healthy families Advisory Board. She is also a member of the Quality, Safety and Service Executive Council of Johns Hopkins Medicine, which focuses on patient safety and performance improvement.

As a result of a lifetime of activities in helping others, Ms. Brown has received numerous awards. Some of these have included a Community Health Improvement Award for her outstanding achievements and leadership in developing a sexual assault forensic examiner program at Howard County General Hospital. Then in 2012, she was awarded the “Best Practice Partner” award for her submission and implementation of the patient safety solution, “Decreasing Mislabeled Laboratory Specimens using Barcode Technology.” She also developed a Volunteer Nurse Program and led a hospital quality team to achieve the Joint Commission Top Performer Award on Key Quality Measures including heart failure, heart attack, pneumonia, surgical care, children’s asthma and perinatal care.

Throughout her life, Ms. Brown has been a role model to others in helping people. For this reason it gives the Mechanicsburg Area High School Alumni Association great pleasure in inducting Judy E. Brown into the Mechanicsburg Hall of Fame for her Outstanding Service to Humanity.
